Pavement Licence Application Service

A Pavement Licence allows a business to place removable furniture — such as tables, chairs, barriers, or planters — on the public highway adjacent to their premises for the purpose of selling or serving food and drink.

Introduced under the Business and Planning Act 2020, the Pavement Licence provides a streamlined way for hospitality venues to operate outdoor seating areas safely and lawfully.

Licensing professionals manage the full Pavement Licence application process, ensuring all documentation, plans, and public notices meet the statutory requirements of the local authority.

Who Needs a Pavement Licence

You’ll need a Pavement Licence if you intend to:

  • Place tables, chairs, or furniture outside your premises on the public highway

  • Serve food or drinks for consumption in that area

  • Operate an outdoor seating or dining area for your café, restaurant, bar, or pub

This includes both permanent hospitality venues and temporary seasonal operations that wish to extend their service areas.

The Pavement Licence Process

  1. Site Assessment and Application Preparation
Licensing professionals assess the suitability of your location and prepare the Pavement Licence application, including scaled plans, photographs, and proposed furniture details.

  2. Submission and Public Consultation
The application is submitted to the Local Licensing Authority, which will display a public notice and invite comments for a period of 7 days.

  3. Determination and Issue
Provided there are no valid objections, the local authority will typically determine the application within 14 days, granting a Pavement Licence valid for up to one year.

  4. Renewal and Compliance
Licensing professionals can assist with renewal applications and ensure that the licensed area continues to comply with all conditions, including accessibility and public safety standards.

Typical Requirements

  • Public liability insurance (usually a minimum of £5 million)

  • Scaled site plan showing furniture layout and pedestrian access

  • Description and photographs of furniture to be used

  • Evidence of planning permission or business ownership where required

A Pavement Licence enhances business visibility and customer experience while maintaining compliance with highway and safety regulations. Licensing professionals ensure each application is accurate, complete, and processed efficiently to support your outdoor trading needs.
